Stillwater Considers Establishing Downtown Social District

Stillwater city officials are exploring the possibility of establishing a social district in the downtown area, which would permit the public consumption of alcoholic beverages within designated boundaries. This initiative aims to enhance the downtown experience for residents and visitors alike.

In 2024, the Minnesota Legislature authorized Stillwater to create and operate a social district. Following this authorization, city staff have been investigating the necessary steps and considerations for implementation. As part of this process, the city conducted a survey in June and July 2025 to gather community input on the proposal. Additionally, a public open house was held on July 16, 2025, at the Stillwater Library to engage with residents and address questions and concerns.

A social district is defined as a specific area within the city where individuals can purchase alcoholic beverages from licensed establishments and consume them while walking through the designated zone. Proponents believe that such a district could boost local businesses and create a more vibrant downtown atmosphere. However, some residents have expressed concerns about potential increases in public disturbances and the impact on the community’s family-friendly environment.

Mayor Ted Kozlowski acknowledged the divided opinions on the matter, stating, “I’m pretty well squarely on the fence with this one.” A questionnaire distributed by the city revealed that just over 50% of respondents were opposed or slightly opposed to the idea, while 44% were in favor or slightly in favor.

As the city continues to deliberate on this proposal, officials are committed to considering all perspectives to ensure that any decision aligns with the community’s values and interests.
