Stillwater Considers Establishing Downtown Social District

The City of Stillwater is exploring the possibility of establishing a social district in its downtown area, which would permit individuals to purchase and consume alcoholic beverages while walking within a defined zone. This initiative follows authorization granted by the Minnesota Legislature in 2024, allowing Stillwater to create and operate such a district.

In June and July 2025, city staff conducted community engagement efforts to gather public input on the proposed social district. These efforts included a survey and a public open house held on July 16, 2025, at the Stillwater Library’s Margaret Rivers Room. The feedback collected during this period was presented to the City Council on August 5, 2025.

The proposed social district would likely encompass the downtown area, extending from the St. Croix River a few blocks westward. Specific boundaries, as well as the days and hours of operation, would be determined based on community input and further deliberations. Participating licensed businesses would be allowed to sell alcoholic beverages in official social district cups, which patrons could then consume on sidewalks, in parks, or within retail locations that choose to participate. Clear signage would delineate the district’s boundaries to ensure compliance.

City officials are considering a pilot program to test the social district concept, potentially launching in the fall of 2025. The results of this pilot would inform decisions about implementing a full-scale program in the spring of 2026.

Residents and business owners are encouraged to stay informed and participate in ongoing discussions to help shape the future of Stillwater’s downtown experience.
